Anhui: pilot work on patent pledge loan starts

Lately, Anhui Provincial People's Government issued Implementing Measures on Pilot Work of Patent Pledge Loan in the Independent Innovation Integrated Experimental Zone of Hefei, Wuhu and Bengbu (Trial) (hereinafter referred to as Measures), providing patent pledge loan for hi-tech enterprises of these three cities.

According to the Measures, the loan sum can be as much as 50% of the appraisal value of patents. Generally speaking, the upper limit was 5 mln yuan and the term is not longer than one year. The Measures also set up risk compensation mechanism, regulating that the people's governments of Hefei, Wuhu and Bengbu should deploy risk compensation funds for patent pledge loan and the governmental departments should share risk with guarantee entities. To encourage enterprises to apply for loan, besides the alluring loan interests, the provincial and municipal science and technology departments should give priority to enterprises that got loan by pledging their IPRs in S&T projects and outlay under the same conditions.
